Sallyport Global Holdings Inc., Alexandria, Virginia, has been awarded a $271,813,941 modification (P00013) to exercise the option on previously awarded contract FA8615-14-C-6020 for base life support, base operations support, and security for Balad Air Base, Iraq. Work will be performed at Balad Air Base, Iraq, and is expected to be complete by Jan. 31, 2017. This contract is 100 percent foreign military sales to Iraq. Air Force Life Cycle Management Center, Wright Patterson Air Force Base, Ohio, is the contracting activity.

Composite Engineering Inc., Sacramento, California, has been awarded a $37,000,000 firm- fixed-price contract for Air Force Subscale Aerial Target (AFSAT) peculiar spares, contractor logistics support, and out of warranty repairs. Contractor will provide procurement of peculiar reparable spares and consumables to be procured for use in the AFSAT during operations at Tyndall Air Force Base, Florida; and the Utah Test and Training Range. In addition, the contract provides for contractor logistics support and out of warranty repairs for the system. Work will be performed at Sacramento, California, and is expected to be complete by Feb. 28, 2022. This award is the result of a sole-source acquisition. Fiscal 2016 operation and maintenance funds in the amount of $4,211,101 are being obligated at the time of award. Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity (FA8678-16-D-0008).

The Boeing Co., Seattle, Washington, has been awarded a $25,776,011 cost-plus-fixed-fee contract for Presidential Aircraft Recapitalization Program Phase 1 Pre-Milestone B activities. Contractor will conduct activities aimed at improving affordability and reducing program execution risk. These activities will include the definition of detailed requirements and design trade-offs required to support informed decisions. These will lead to a lower-risk engineering and manufacturing development program and lower life-cycle costs. Work will be performed at Seattle, Washington; and Everett, Washington, and is expected to be complete by April 21, 2017.  This award is the result of a sole-source acquisition. Fiscal 2015 research and development funds in the amount of $7,435,326 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright Patterson Air Force Base, Ohio, is the contracting activity (FA8625-16-C-6599).

Northrop Grumman Technical Services, Herndon, Virginia, has been awarded a $24,668,666 modification (05) on delivery order 0053 of previously awarded contract FA8106-10-D-0001 for contractor logistic services in support of the KC-10 program. Work will be performed at worldwide to include McGuire Air Force Base, New Jersey; Travis Air Force Base, California; Hickam Air Force Base, Hawaii; Yakota Air Base, Japan; and Tinker Air Force Base, Oklahoma, and is expected to be complete by Sept. 30, 2016. Fiscal 2016 operation and maintenance funds in the amount of $24,668,666 are being obligated at the time of award. Lockheed Martin Integrated Systems, Warner Robins, Georgia, has been awarded an additional $18,834,540 modification (04) to definitize previously awarded contract order FA8530-08-D-0008-0033 for sustainment for the Iraq C-130E/J aircraft. Work will be performed at Baghdad, Iraq, and is expected to be complete by Dec. 31, 2016. This contract is 100 percent foreign military sales to Iraq. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity.

The Boeing Co. - Directed Energy & Strategic Systems, Hill Air Force Base, Utah, has been awarded a $15,606,149 modification (P00009) to exercise the option on previously awarded contract FA8214-15-C-0001 for intercontinental ballistic missile (ICBM) guidance subsystem support. Contractor will provide sustainment engineering and program management support services for the ICBM guidance subsystem. Work will be primarily be performed at Hill Air Force Base, Utah, and is expected to be complete by Feb. 1, 2017. Fiscal 2016 operation and maintenance funds in the amount of $2,781,563.29 are being obligated at the time of award. Air Force Nuclear Weapon Center, Hill Air Force Base, Utah, is the contracting activity.

Rockwell Collins Inc., Cedar Rapids, Iowa, has been awarded a $13,194,387 modification (P00054) on previously awarded contract FA8106-11-C-0006 for KC-10 communication navigation surveillance and air traffic management. Contractor will provide installation of Group A and B kits on the remaining 23 aircraft that were awarded on the basic contract. Work will be performed at Oklahoma City, Oklahoma, and is expected to be complete by Dec. 31, 2016. Fiscal 2015 procurement funds in the amount of $13,194,387 are being obligated at the time of award. Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma, is the contracting activity.

Lockheed Martin Corp., Marietta, Georgia, has been awarded an $8,710,361 modification (P00451) to previously awarded contract FA8625-11-C-6597 for AC/HC/MC and C-130J peculiar support equipment. Contractor will provide support equipment that will be used to stand up bases in the U.S. and foreign locations. Work will be performed at Marietta, Georgia, and is expected to be complete by March 31, 2017. Fiscal 2014 and 2015 aircraft procurement funds in the amount of $8,710,361 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

CORRECTION: The Platform for Engineering and Integration of Tactical and Strategic Systems multiple award, indefinite-delivery/indefinite-quantity contracts awarded yesterday with a ceiling value of $538,000,000 did not include the contract number for BAE Systems Technology Solutions and Services Inc. The contract number is FA8730-16-D-0011.

ARMY

Raytheon IDS, Andover, Massachusetts, was awarded a $212,687,782 modification (P00022) to foreign military sales contract W31P4Q-14-C-0093 (Germany, Greece, Israel, Japan, Korea, Saudi Arabia, Kuwait, Netherlands, Qatar, Spain, Taiwan, United Arab Emirates) for engineering services for calendar year 2016 for the PATRIOT program. Work will be performed in Andover, Massachusetts; Billerica, Massachusetts; Burlington, Massachusetts; El Segundo, California; El Paso, Texas; Huntsville, Alabama; Indianapolis, Indiana; Lawton, Oklahoma; Nashua, New Hampshire; Pelham, New Hampshire; Tewksbury, Massachusetts; and White Sands, New Mexico, with an estimated completion date of Jan. 31, 2017.  Fiscal 2016 other procurement (Army); research, development, testing and evaluation; operations and maintenance (Army); and other procurement, funds in the amount of $103,057,148 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

L-3 Combat Propulsion Systems, Muskegon, Michigan, was awarded a $38,039,981 modification (P0012) to contract W56HZV-15-C-0019 for 180 Bradley Fighting Vehicle transmissions and ancillary hardware.  As a result of this modification, the transmission option quantity is reduced by 180 from 1,290 to 1,110.  Work will be performed in Muskegon, Michigan, with an estimated completion date of Feb. 28, 2018.  Fiscal 2015 and 2016 other procurement funds in the amount of $38,039,981 were obligated at the time of the award.  Army Contracting Command, Warren, Michigan, is the contracting activity.

Great Lakes Dredge & Dock Co. LLC, Oak Brook, Illinois, was awarded a $34,564,800 firm-fixed-price contract with options for dredging and beach placement, Willoughby Spit and Vicinity, Norfolk, Virginia, with an estimated completion date of April 13, 2017.  Bids were solicited via the Internet with three received.  Fiscal 2016 other procurement funds in the amount of $34,564,800 were obligated at the time of the award.  Army Corps of Engineers, Norfolk, Virginia, is the contracting activity (W91236-16-C-0003).

Olin Corp., Winchester Division, East Alton, Illinois, was awarded a $22,829,590 fixed-price-economic price adjustment contract with options for 5.56mm, 7.62mm, and .50 caliber ammunition.  Bids were solicited via the Internet with one received. NAVY

Lockheed Martin Corp., Fort Worth, Texas, is being awarded a $61,943,088 modification to a previously awarded cost-plus-incentive-fee contract (N00019-15-C-0031) for recurring logistics services support for F-35 Lightning II Joint Strike Fighter aircraft.  Services to be provided include ground maintenance activities; action request resolution; depot activation activities; Automatic Logistics Information System operations and maintenance; reliability, maintainability and health management implementation and support; supply chain management; and activities to provide and support pilot and maintainer initial training.  Work will be performed in Ft. Worth, Texas (35 percent); El Segundo, California (25 percent); Warton, United Kingdom (20 percent); Orlando, Florida (10 percent); Nashua, New Hampshire (5 percent); and Baltimore, Maryland (5 percent).  Work is expected to be completed in February 2016.  Fiscal 2016 operation and maintenance (Air Force, Marine Corps, and Navy); Fiscal 2014 and 2015 aircraft procurement (Air Force, Marine Corps, and Navy); and non-Department of Defense (DoD) funds in the amount of  $61,943,088 will be obligated at time of award, of which $5,982,848 will expire at the end of the current fiscal year. This contract combines purchases for the Air Force ($33,956,484; 55 percent); Marine Corps ($12,989,660; 21 percent); Navy ($9,767,503; 16 percent); and non-DoD participants ($5,229,441; 8 percent). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

BAE Systems Technology Solutions and Services, Rockville, Maryland, is being awarded  $21,491,950 for modification P00148 to a previously awarded cost-plus-fixed-fee, cost reimbursable contract (N00421-09-C-0102) to exercise an option for rapid design, development, customization, fabrication, integration, test and evaluation, installation, certification, maintenance and upgrade, logistic, and life cycle support of new and/or existing communication-electronic platforms, equipment/systems and subsystems.  These efforts are in support of the Naval Warfare Center Aircraft Division’s Special Communications Mission Solutions Division.  Work will be performed in St. Inigoes, Maryland (50 percent); Chesapeake, Virginia (30 percent); Lexington Park, Maryland (15 percent); and Fayetteville, North Carolina (5 percent); and is expected to be completed in July 2016.  Fiscal 2016 working capital funds (Navy); and Fiscal 2016 aircraft procurement (Navy) funds in the amount of $1,237,376 are being obligated on this award, none of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

Tri-County Builders Co. Inc.,* Bedford, Indiana, is being awarded a maximum amount $20,000,000 indefinite-delivery/indefinite-quantity contract for magazine and inert building maintenance, repairs and construction services at the Naval Support Activity, Crane.  Work will be performed in Crane, Indiana.  The term of the contract is not to exceed 36 months, with an expected completion date of January 2019.  Fiscal 2016 working capital (Army) contract funds in the amount of $20,000 are obligated on this award and will not expire at the end of the current fiscal year.  No task orders are being issued at this time.  Future task orders will be primarily funded by working capital (Army) and working capital (Navy).  This contract was competitively procured via the Navy Electronic Commerce Online website, with two proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-16-D-2801).

AMSEC LLC, Virginia Beach, Virginia (N65540-15-D-0007); Delphinus Engineering Inc., Eddystone, Pennsylvania (N65540-15-D-0004); Q.E.D. Systems Inc., Virginia Beach, Virginia (N65540-15-D-0006); General Dynamics Information Technology Inc., Chesapeake, Virginia (N65540-15-D-0005); BAE Systems Inc., San Diego, California (N65540-15-D-0008); Epsilon Systems Solutions Inc., Portsmouth, Virginia (N65540-15-D-0009); and L3 Unidyne Inc., Norfolk, Virginia (N65540-15-D-0010), are being awarded a multi-contract modification to a previously awarded indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract to exercise option year one to provide continuing engineering and technical services in support of the Navy Modernization Program, which provides installation and technical services for hull, mechanical and electrical systems on U.S. Naval vessels.  The ceiling dollar value for option year one for each company is:  L3 Unidyne: $18,787,064; Epsilon Systems Solutions Inc.: $17,837,830; BAE Systems Inc.: $17,756,331; Delphinus Engineering Inc.: $16,155,225; General Dynamics Information Technology Inc.: $15,714,308; Q.E.D. Systems Inc.: $15,123,826; and AMSEC LLC: $14, 203,234.  Work will be performed at various Navy locations, and is expected to be complete by January 2017.  No funds are being obligated at the time of award; this contracting action merely establishes a potential ceiling value for option year one.  Funds are obligated on individual task orders for efforts that fall within the core competency areas.  The Naval Surface Warfare Center, Philadelphia Division, Philadelphia, Pennsylvania, is the contracting activity.

Science Applications International Corp., McLean, Virginia, is being awarded $15,950,811 for task order 0036 to a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the procurement of Post Deployment Software Support (PDSS) for the Total Force Information Technology Systems Consolidated Systems Integrator.  This task order consolidates the PDSS requirements of multiple systems as intended in the base contract.  Work will be performed in Stafford, Virginia, and is expected to be completed by Jan. 31, 2017.  Fiscal 2016 operations and maintenance funds (Marine Corps) in the amount of $15,950,811 will be obligated at the time of award and will expire at the end of the current fiscal year.  The base contract was competitively procured via the Federal Business Opportunities website, with six offers received.  The Marine Corps Systems Command, Quantico, Virginia, is the contracting activity (M67854-14-D-4802).

Lockheed Martin Corp., King of Prussia, Pennsylvania, is being awarded $7,971,649 for cost-plus-fixed-fee delivery order 0002 against a previously issued basic ordering agreement (N00019-15-G-0057) for Tactical Tomahawk Weapons Control System developmental efforts for the Navy and the government of the United Kingdom.  Work will be performed in King of Prussia, Pennsylvania, and is expected to be completed in January 2017.  Fiscal 2016 operation and maintenance (Navy); Fiscal 2015 other procurement (Navy); Fiscal 2016 research, development test and evaluation (Navy); as well as foreign military sales funds in the amount of $6,671,399 will be obligated at time of award, $168,254 of which will expire at the end of the current fiscal year.  This order combines purchases for the Navy ($7,867,057; 98.69 percent); and the United Kingdom ($104,592; 1.31 percent), under the Foreign Military Sales program.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

DEFENSE HEALTH AGENCY

SEKON Enterprises Inc., Herndon, Virginia, is being awarded a $28,800,197 modification to exercise option period one of a cost-plus-fixed-fee contract (HT0011-14-F-0030) for engineering, cybersecurity, and configuration management. This contract provides a full range of engineering support services to the Defense Healthcare Management Systems (DHMS). Such services will include enterprise and solutions architecture, configuration management, cyber security, synthetic test data, and software tool support tasks required for the effective management of the integrated functional/technical capabilities supporting the modernization and interoperability mission of DHMS. Work will be performed in Virginia. The period of performance for this option is from Jan. 29, 2016, to Jan. 28, 2017.  Fiscal 2016 operation and maintenance funds in the amount of $14,134,890; and research, development, test and evaluation funds in the amount of $14,665,305, are obligated on this modification. The Defense Health Agency, Falls Church, Virginia, is the contracting activity.

United Concordia Companies Inc., of Harrisburg, Pennsylvania, was awarded an $11,010,000 fixed-unit price requirements contract to support the TRICARE Dental Program (TDP) by providing comprehensive dental care services worldwide to eligible TRICARE beneficiaries.  This is a oneyear base transitionin period contract with five 12-month option periods and a 12-month phase-out period.  The geographic area of coverage for the continental U.S. includes the 50states, the District of Columbia, Puerto Rico, Guam, and the U.S. Virgin Islands.  Outside the continental U.S. includes all other countries, island masses and territorial waters.  The base transition-in period of performance will be completed on Jan. 31, 2017.  The TDP contract also offers support to family members of Uniformed Service active-duty personnel, members of the Selected Reserve, Individual Ready Reserve, and their eligible family members.  This contract was a competitive acquisition with four offers received.  Fiscal 2016 operations and maintenance funds in the amount of $11,010,000 will be obligated at time of award.  The Defense Health Agency, Contract Operations Division, Aurora, Colorado, is the contracting activity (HT9402-16-D-0001).

DEFENSE LOGISTICS AGENCY

Accent Controls Inc.,* Riverside, Missouri, has been awarded a maximum $7,420,931 modification (P00013) exercising the first one-year option period of a one-year base contract (SP3300-15-C-5004) with four one-year option periods for warehousing and distribution support services. This is a fixed-price, incentive firm with cost reimbursable contract. Locations of performance are Missouri and North Carolina, with a Jan. 31, 2017, performance completion date.
