The Boeing Co., Wichita, Kan., was awarded a sole-source $11,900,000,000 indefinite-delivery/indefinite-quantity contract over an eight-year period. The contract provides for the acquisition and sustainment activities needed to support B-52 weapon system modernization. At this time, no funds have been obligated. ASC/WWVK, Wright Patterson Air Force Base, Ohio, is the contracting activity. Individual delivery orders will be issued through three contracting activities (FA8628-10-D-1000).

Northrop Grumman Systems Corp., Aerospace Battle Management and Engagement Systems Decision Support and Targeting, Hollywood, Md., was awarded a $99,000,000 contract which will procure weapons planning software. Northrop Grumman Systems Corp., Integrated Systems, San Diego, Calif., was awarded a $69,947,488 contract which will provide 2008 initial spares parts for initial lay-in of spare parts for Global Hawk Systems sustainment. Kaman Precision Products, Inc., Orlando, Fla., was awarded a $35,985,342 contract modification which will procure joint programmable fuze systems for four Foreign Military Sales countries at a total quantity of 10,518 units. United Technologies Corp., Pratt and Whitney, was awarded a $33,103,757 contract modification which is an increase in the undefinitized contract action for the acquisition of three additional priority initial spare F-199-PW-100 engines for a total of 25 engines. Alion Science and Technology Corp., Chicago, Ill., was awarded a $16,444,201 contract modification which will provide engineering, scientific, and technology expertise to conduct research and development and prototyping of numerous ground sensor initiatives to support the warfighter. NAVY

Skanska USA Civil Southeast, Inc., Virginia Beach, Va., is being awarded a $164,321,000 firm-fixed-price contract for construction of Pier 5 ship repair replacement at Naval Support Activity Norfolk Naval Shipyard. The work to be performed provides for construction of a new ship repair Pier 5 to include salt water pump station building, restroom, heavy weather mooring and portal crane rail track, replacement of existing bulkhead with a new low-level relieving platform, demolition of existing Piers 4 and 5; Berths 25 and 31; Buildings 225, 250, 830, 1486 and 1570; and associated site preparation consisting of dredging existing Pier 3 to Pier 6. The contract is incrementally funded with the first increment of $111,000,000 being allocated at the time of award. The second increment will be funded in fiscal 2011 at $53,321,000. Work will be performed in Portsmouth, Va., and is expected to be completed by November 2014. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with five proposals received. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity (N40085-10-C-3006).

The Sikorsky Aircraft Corp., Stratford, Conn., is being awarded an $118,944,070 firm-fixed-price requirements contract modification to previously awarded contract (N00383-06-D-003F) for logistics support for components of the H-53 helicopter. Work will be performed in Stratford, Conn., and work is expected to be completed by September 2015. Contract funds will not expire before the end of the current fiscal year. This contract was not competitively awarded. The Naval Inventory Control Point, Philadelphia, Pa., is the contracting activity.

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a not-to-exceed $65,800,000 cost-plus-incentive-fee modification to a previously awarded advance acquisition contract (N00019-09-C-0010) to provide aircraft sustainment spares and consumables for the following subsystems: active interceptor system, canopy actuator, electrical power management system, hydraulics and utility actuation, landing gear, power and thermal management system, electro-optical targeting system, integrated core processor, communications, navigation and identification, electronic warfare / countermeasures, and electro-optical distributed aperture system sensor. These spares are necessary to meet the requirements and delivery schedule of the Low Rate Initial Production IV contract. Work will be performed in Fort Worth, Texas (35 percent); El Segundo, Calif. EJB Facilities Services, Arlington, Va., is being awarded a $63,840,672 modification under a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N44255-05-D-5103) to exercise Option Year 5 for base operating services at various installations in the Commander Navy Region (CNR) Northwest, West Sound area of responsibility (AOR). The work to be performed provides for, but is not limited to, all management and administration, public safety, supply, housing, facilities support (excluding grounds and janitorial services), utilities, base support vehicles and equipment, and environmental services to provide base operations and support services. The total contract amount after exercise of this option will be $353,595,372. Work will be performed at various installations in the CNR Northwest AOR including the Washington counties of Kitsap (80 percent), Jefferson (15 percent), and Pierce (5 percent). Sikorsky Support Services, Inc., Pensacola, Fla., is being awarded a $63,500,000 modification to a previously awarded firm-fixed-priced, cost-reimbursable indefinite-delivery requirements contract (N00019-06-D-0017) to exercise an option for contractor logistics support services for the T-34, T-44 and T-6 aircraft. Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded a $59,200,086 modification to a previously awarded cost-plus-award-fee contract (N00019-03-C-0057) for Mode 5 and Mode S identification friend or foe interrogation upgrade efforts in support of the E-2D Advanced Hawkeye system development and demonstration. Efforts will include design, implementation, test and evaluation, verification, documentation, acceptance, and certification. Work will be performed in Bethpage, N.Y. (63 percent); Greenlawn, N.Y. (35 percent); and Rolling Meadows, Ill (2 percent). Work is expected to be completed in December 2013. Contract funds will not expire at the end of the current fiscal year. Logos Technologies, Inc.*, Arlington, Va., is being awarded a $48,409,117 cost-plus-incentive-fee contract for a Phase III Small Business Innovation Research (SBIR) project under topic SB072-019, entitled “Wide Area Video Image Storage Techniques.” This contract provides for the design development, production, fielding, operation, and sustainment of a reliable wide area persistent surveillance system (Kestrel) for deployment on aerostats and airships operating at altitudes between 1,000 and 5,000 feet for the Army. The contractor will provide one engineering development unit and 13 production copies along with one prototype Kestrel Lite, as well as deployed operations and maintenance support for 12 months. Work will be performed in Fairfax, Va. (66 percent); Goleta, Calif. (15 percent); various locations outside continental United States (14 percent); and Huntington Beach, Calif. (5 percent). Work is expected to be completed in September 2012. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured under Defense Advanced Research Projects Agency SBIR topic SB 072-019; two Phase II proposals were received. The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity (N68335-10-C-0497).

BAE Systems Norfolk Ship Repair, Norfolk, Va., is being awarded a $46,077,060 modification to a previously awarded contract (N00024-10-C-4308) for USS Arleigh Burke (DDG 51) fiscal 2010 extended dry-docking selected restricted availability (EDSRA). An EDSRA includes the planning and execution of depot-level maintenance, alterations, and modifications that will update and improve the ship’s military and technical capabilities. Work will be performed in Norfolk, Va., and is expected to be completed by January 2011. Contract funds in the amount of $36,755,861 will expire at the end of the current fiscal year. The Norfolk Ship Support Activity, Portsmouth, Va., is the contracting activity.

Kollsman, Inc., Merrimack, N.H., is being awarded a $45,478,845 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for procurement of night targeting system upgrades and associated line items for the for the AH-1W Cobra helicopter. The electro-optics system provides infrared and range finding capability to augment existing optical and radar sensors for the purpose of detecting and identifying asymmetric threats. Work will be performed in Merrimack, N. H., and is expected to be completed in September 2015. Contract funds in the amount of $2,389,000 will expire at the end of the current fiscal year. The contract was not competitively procured. The Naval Surface Warfare Center, Crane Division, Crane, Ind., is the contracting activity (N00164-10-D-JQ24).

Lockheed Martin Services, Inc., Gaithersburg, Md., is being awarded $40,800,000 for firm-fixed-price task order #JN01 under a previously awarded indefinite-delivery/indefinite-quantity contract (N00189-08-D-Z003) to provide Option Period 2 of most efficient organization subcontract support for non-guard services in support of Commander Naval Installations Command. Support services functions include armory support services, pass and identification office support services, ready-for-issue range support services and vehicle inspection support services. The task order is incrementally funded with the first increment of $3,400,000 being allocated at the time of award. The second increment will be funded in fiscal 2011 at $37,400,000. Work will be performed in eight geographical regions covering 72 sites throughout the continental United States (89 percent), Hawaii (7 percent), and Guam (4 percent). Work is expected to be completed by September 2011. Contract funds will not expire at the end of the current fiscal year. National Steel and Shipbuilding Co., San Diego, Calif., is being awarded a $40,706,200 modification to previously awarded contract (N00024-07-C-4013) for the USS Bonhomme Richard (LHD 6) fiscal 2010 dry-docking phased maintenance availability (DPMA) for LHA/LHD class ships home ported in San Diego, Calif. A DPMA includes the planning and execution of depot-level maintenance, alterations, and modifications that will update and improve the ship's military and technical capabilities. Work will be performed in San Diego, Calif., and is expected to be completed by July 2011. Contract funds in the amount of $40,706,200 will expire at the end of the current fiscal year. CACI Technologies, Inc., Chantilly, Va., is being awarded a $37,735,120 cost-plus-fixed fee contract for professional support services in support of Program Executive Office Littoral Mine Warfare. These services include support services in the areas of: program analysis, development, control, monitoring support, administration, communication, human resources, business, finance and cost estimating; technical and engineering support, information technology, and life cycle support at the Washington Navy Yard office. This contract includes options which, if exercised, would bring the cumulative value of this contract to $72,350,480. Work will be performed Washington, D.C. (86 percent); San Diego, Calif. (9 percent); Indian Head, Md. (3 percent); and Norfolk, Va. (2 percent). Work is expected to be complete by August 2011. Raytheon, Tucson, Ariz., is being awarded a $35,200,000 modification to contract (N00024-07-C-5437) for engineering and technical services in support of the MK15 Phalanx close-in-weapon system. The MK15 Phalanx close-in weapon system is an automatic terminal defense weapon system designed to detect, track, engage, and destroy anti-ship missile threats penetrating other defense envelopes. The system is currently installed on approximately 187 Navy ships and is in use in over 20 foreign militaries. Work will be performed in Tucson, Ariz., and is expected to be completed by December 2011. Contract funds in the amount of $8,379,133 will expire at the end of the current fiscal year. Chugach Industries*, Anchorage, Alaska, is being awarded $30,884,964 modification under a previously awarded firm-fixed-price, estimated indefinite-delivery/indefinite-quantity contract (N44255-05-D-7100) to exercise option five for base operating support services at various installations in the Commander Navy Region (CNR) Northwest, North Sound area of responsibility (AOR). The work to be performed provides for, but is not limited to, all management and administration, public safety, supply, housing, facilities support (excluding grounds and janitorial services), utilities, base support vehicles and equipment, and environmental services to provide base operations and support services. The total contract amount after exercise of this option will be $176,755,162. Work will be performed at various installations in the CNR Northwest AOR including the Washington counties of Island (91 percent) and Snohomish (9 percent), and is expected to be completed by September 2011. IAP-Hill, LLC, Cape Canaveral, Fla., is being awarded a $25,582,286 firm-fixed-price, estimated indefinite-delivery/indefinite-quantity contract with award fee provisions for base operating support services at Naval Air Station Jacksonville, Naval Station Mayport, Bureau of Medicine and Surgery Jacksonville, and Blount Island Command Jacksonville. Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded a $24,999,900 firm-fixed-price modification to a previously awarded fixed-price-incentive-fee contract (N00019-08-C-0027) for non-recurring efforts associated with drawing modifications and incorporation of open corrective actions required to produce production-ready documentation in support of E-2D Advanced Hawkeye aircraft production. Work will be performed in Bethpage, N.Y. (67 percent), and St. Augustine, Fla. (33 percent), and is expected to be completed in September 2012. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Northrop Grumman Systems Corp., Linthcium Heights, Md., is being awarded $18,946,306 for cost-plus-fixed-fee task order #0002 under previously awarded contract (N0014-10-R-0005) for the integrated topside program. Northrop Grumman will design/architect an integrated electronics warfare information operations and line of sight communications multifunction system with 360 degrees of coverage in azimuth for naval surface platforms and subsequently fabricate, integrate, test and demonstrate a single quadrant advanced development model variant of the system to support the technology development phase of a Navy acquisition program. This contract contains options which, if exercised, will bring the total cumulative value to $109,385,584. The amount incrementally funded at this time is $200,000. Work will be performed in Linthicum Heights, Md. (87.69 percent); Van Nuys, Calif. (8.6 percent); Folsom, Calif. (2.48 percent); and Chandler, Ariz. (1.23 percent). Work is expected to be completed July 2011. The contract will continue through July 2015 if all options are exercised. Contract funds will not expire at end of current fiscal year. The Office of Naval Research, Arlington, Va., is the contracting activity.

Professional Contract Services, Inc., Austin, Texas, is being awarded an $18,016,270 modification under a previously awarded firm-fixed-price, estimated indefinite-delivery/indefinite-quantity contract (N40085-10-D-3017) to exercise Option 1 for base operating support services at Naval Medical Center Portsmouth. The work to be performed provides for, but is not limited to, all management, supervision, tools, materials, supplies, labor, and transportation services necessary to perform hospital and clinic housekeeping services; heating ventilating, air conditioning maintenance and repair; water treatment services; automated grease digest systems maintenance; automatic door maintenance and repair; emergency generator maintenance and repair; entrance gates and roving guard services; hospital cart washer repairs; building re-lamping services; hospital medical gas system maintenance and repairs; and hospital firestop inspection and repair.
