CONTRACTS

NAVY

Northrop Grumman Shipbuilding, Inc., Newport News, Va., is being awarded a $206,748,092 cost-plus-fixed-fee option under existing previously awarded contract (N00024-10-C-2110) for continuation of advance planning efforts to prepare and make ready for the refueling complex overhaul of USS Abraham Lincoln (CVN 72). This effort will continue to provide for shipchecks, design, documentation, engineering, procurement, fabrication and preliminary shipyard or support facility work to prepare for and make ready for the refueling, overhaul, modernization and routine work on the ship and its reactor plants. Work will be performed in Newport News, Va., is expected to complete February 2012. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

The Boeing Co., St. Louis, Mo., is being awarded a $29,500,000 modification to a previously awarded fixed-price-incentive-fee contract (N00019-09-C-0019) for the procurement of aircraft armament equipment for F/A-18E/F and EA-18G aircraft, including jumper bundles, pylon attach fittings, sensor well covers, adaptors, and plyons. Work will be performed in St. Louis, Mo., and is expected to be completed in December 2014. Contract funds in the amount of $27,210,466 will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Booz Allen Hamilton, McLean, Va. (N00421-10-D-0005); Deloitte Consulting, LLP, Alexandria, Va. (N00421-10-D-0006); National Technologies Associates, Inc., Alexandria, Va. (N00421-10-D-0007); and Science Applications International Corp., San Diego, Calif. (N00421-10-D-0008), are each being awarded modifications to a previously awarded indefinite-delivery/indefinite-quantity multiple award contract to exercise options for management, organizational, and business improvement services, financial and business solutions, and human resources services supporting Naval Air Systems Command Corporate Operations and Comptroller offices. The aggregate not-to-exceed amount for these options is $16,181,000, and the companies will have the opportunity to bid on each individual task order. Work will be performed in Patuxent River, Md. However, services may be performed at any of the following NAVAIR sites: St. Inigoes, Md; Lakehurst, N.J.; Point Mugu, Calif.; China Lake, Calif.; Orlando, Fla.; Cherry Point, N.C.; Jacksonville, Fla., and North Island, Calif. Work performed under these contracts is expected to be completed in February 2012. Contract funds will not expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity.

Oak Point Associates, Biddeford, Maine, is being awarded a maximum $10,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity architect-engineering contract for civil/structural/architectural/mechanical/electrical and fire protection services in support of projects at military installations throughout the Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic area of responsibility (AOR). The preponderance of the work will be performed in the NAVFAC Mid-Atlantic Northeast AOR including, but not limited to, Rhode Island (20 percent), Maine (20 percent), Connecticutt (15 percent), New Jersey (15 percent), Pennsylvania (10 percent), New York (5 percent), New Hampshire (5 percent), Massachusetts (5 percent), Vermont (3 percent), and Delaware (2 percent). Work is expected to be completed by February 2016. This contract contains four one-year options which, if exercised, will not change the cumulative value of the contract. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with 65 proposals received. The Naval Facilities Engineering Command, Mid-Atlantic Northeast Integrated Product Team is the contracting activity (N40085-11-D-7209).

Whitman, Requardt & Associates, LLP, Baltimore, Md., is being awarded a maximum $10,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity architect-engineering contract for civil/structural/architectural/mechanical/electrical and fire protection services in support of projects at military installations throughout the Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic area of responsibility (AOR). L-3 Services, Inc., Mount Laurel, N.J., is being awarded a $9,536,470 modification to a previously awarded indefinite-delivery/indefinite-quantity contract (N00421-09-D-0009) to exercise an option for technical and engineering support for the AIR 4.3 structures division, to include all data analysis, information systems, and software functions of the Structural Appraisal of Fatigue Effects Program. Work will be performed in Lexington Park, Md., and is expected to be completed in February 2012. Contract funds will not expire at the end of the fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity.

Virtexco Corp., Norfolk, Va., is being awarded $8,959,900 for firm-fixed-price task order #0005 under a previously awarded multiple award construction contract (N40085-09-D-5033) for the design and construction of a Special Operating Forces support activity operations facility at Joint Expeditionary Base Little Creek - Fort Story. The work to be performed provides for the design and construction of two facilities. The Little Creek facility will be a two-story addition to the existing Building 3889 at Little Creek and will contain a quarterdeck, a large fitness room, and locker room with storage cages on the first floor. The second floor will house administrative offices, conference room, open offices, and necessary support spaces. The Fort Story facility will be a standalone one-story building adjacent to existing Building 308 at Fort Story and will contain workshop spaces, maintenance bays, an office and classrooms for training, as well as all the necessary support spaces. The task order also contains two unexercised options which, if exercised, would increase the cumulative task order value to $9,175,550. Work will be performed in Virginia Beach, Va., and is expected to be completed by September 2012. Contract funds will not expire at the end of the current fiscal year. Eight proposals were received for this task order. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity.

Simmonds Precision Products, Inc., Vergennes, Vt., is being awarded a $7,209,456 modification to a previously awarded firm-fixed-price contract (N00019-06-C-0298) for the procurement of 42 MH-60R/S integrated mechanical diagnostic and health usage monitoring system units, 42 data transfer units, and 18 retrofit kits. Work will be performed in Vergennes, Vt., and is expected to be completed in September 2012. Contract funds in the amount of $3,233,106 will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

ARMY

General Dynamics Lands System, Sterling Heights, Mich., was awarded on Feb. 23 a $59,084,086 firm-fixed-price contract. The award will provide for the purchase of up to 21 Abrams M1A2 system enhancement package version two upgrade tanks. Work will be performed in Lima, Ohio; Tallahassee, Fla.; Anniston, Ala.; Scranton, Penn.; and Sterling Heights, Mich., with an estimated completion date of June 30, 2013. One bid was solicited with one bid received. The U.S. Army TACOM LCMC, Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-06-G-0006).

Alliant Techsystems, Inc., Plymouth, Minn., was awarded on Feb. 24 a $53,589,000 firm-fixed-price contract. The award will provide for the purchase of 30,000 M865 120mm cartridges; 15,000 M1002 120mm cartridges; and containers for handling the M865 cartridge. Work will be performed in Middletown, Iowa, with an estimated completion date of Oct. 31, 2012. Two bids were solicited with two bids received. The U.S. Army Contracting Command, Rock Island, Ill., is the contracting activity (W52P1J-08-C-0011).

Camber Corp., Huntsville, Ala., was awarded on Feb. 23 a $52,762,304 cost-plus-fixed-fee contract. The award will provide for technical and engineering support, logistics, material fielding of systems, and business management support for joint project manager, guardian, under the cognizance of Joint Program Executive Office, Chemical and Biological Defense. Work will be performed in Huntsville, Ala., with an estimated completion date of Feb. 17, 2013. Ten bids were solicited with one bid received. DEFENSE LOGISTICS AGENCY

AMFUEL Cell and Coated Fabrics, Magnolia, Ark., is being awarded a maximum $18,253,263 firm-fixed-price, indefinite-delivery/indefinite-quantity, requirements contract for aircraft fuel tanks. There are no other locations of performance. Using service is Air Force. There were originally two proposals solicited with two responses. The date of performance completion is February 2016. The Defense Logistics Agency Aviation, Robins Air Force Base, Ga., is the contracting activity (SPRWA1-11-D-0003).
