Seven years after the American invasion of Iraq, the U.S. occupation began to wind down even as the country slogged through months of political turmoil in the wake of an indecisive parliamentary election held in March 2010.
On Aug. 31, 2010, President Obama declared an end to the American combat mission in Iraq. It was not until November, however, that the country's political leadership agreed on a new government of unity that would give Prime Minister Nuri Kamal al-Maliki a second term, and even then it took another month for the losing candidate, Ayad Allawi, to give his grudging and conditional acceptance. Approval by Parliament came Dec. 21, days before a constitutionally mandated deadline.
A parliamentary vote in March vote had been inconclusive. The party led by Mr. Maliki won 89 seats, trailing the 91 gained by a party led by Mr. Allawi. Mr. Allawi and Mr. Maliki are both Shiites, but Mr. Allawi is a secular figure who drew votes from the country's Sunni minority.
After months of stalemate, an agreement was reached in November that gave Mr. Allawi's bloc the position of speaker of the Parliament as well as leadership of a newly created committee overseeing national security. The creation of the committee was a compromise pushed by the Obama administration to ensure the participation of Sunnis, Iraq’s former rulers, who have been underrepresented in the Iraqi government since the American invasion.
In the months after the election, Mr. Maliki, a Shiite, fought hard to hold onto office, but initially was unable to win the support he needed from other parties representing the Shiite majority. The turning point came on Oct. 1, when he gained the surprise endorsement of a Shiite bloc led by Moktada al-Sadr.
The talks that followed were shaped by the American desire to include Sunnis in the government and by the Kurds, who held the seats the Shiite alliance needed for a majority. They threw their support behind Mr. Maliki in exchange for holding onto the presidency.
The protracted turmoil, and the strengthened position of the fiercely anti-American Mr. Sadr, cast new doubt on establishing any enduring American military role in Iraq after the last of nearly 50,000 troops are scheduled to withdraw in the next 12 months. Given Iraq’s military shortcomings, especially in air power, intelligence coordination and logistics, American and Iraqi officials had long expected that some American military presence, even if only in an advisory role, would continue beyond 2011.
