(NSI News Source Info) TORONTO, Canada - April 27, 2012: The United States and Japan announced on Thursday a revised agreement on streamlining the U.S. military presence on Okinawa that will shift 9,000 Marines from the southern Japanese island to Guam and other Asia-Pacific sites.
The new plan, unveiled days before Japanese Prime Minister Yoshihiko Noda meets President Barack Obama in Washington, helps the allies work around the central but still-unresolved dispute over moving the Futenma air base from a crowded part of Okinawa to a new site that has vexed relations for years.

"I am very pleased that, after many years, we have reached this important agreement and plan of action. I applaud the hard work and effort that went into crafting it," U.S. Defence Secretary Leon Panetta said in a statement.

"Japan is not just a close ally, but also a close friend."

Under the agreement, 9,000 U.S. Marines will be relocated. Five thousand will go to Guam and the rest to other sites such as Hawaii and Australia, a joint U.S.-Japanese statement said.

The updated version of a long-delayed 2006 plan was needed to achieve "a U.S. force posture in the Asia-Pacific region that is more geographically distributed, operationally resilient and politically sustainable," the statement said.

Snags over Okinawa had raised questions about the viability of the Obama administration's strategy of shifting U.S. forces from other regions to the Asia-Pacific to deal with nuclear saber-rattling by North Korea, the rapid military buildup of China and territorial disputes in the South China Sea.

Friction over U.S. bases intensified after the 1995 gang rape of a Japanese schoolgirl by U.S. servicemen. The case sparked widespread protests by Okinawans, who had long resented the American presence due to crime, noise and deadly accidents.

There are about 47,000 U.S. troops in Japan under a 1960 bilateral security treaty.

Okinawa, occupied by the United States from 1945-72, accounts for less than 1 percent of Japan's total land but hosts three-quarters of the U.S. military facilities in the country in terms of land area.

"This has been ... bogged down for years, but now we have been able to come up with a new approach de-linking the Futenma relocation from other elements, like moving out Marine forces to Guam and returning some parts of Okinawa," said Ichiro Fujisaki, Japan's ambassador to the United States.

"Things are going to start moving," he told a gathering at a think tank in Washington.

Kurt Campbell, assistant secretary of state for East Asian and Pacific Affairs, said the deal was discussed widely with U.S. lawmakers, who had refused to fund the overhaul on Okinawa until the Futenma deadlock was resolved and the administration fully explained how the move would fit overall U.S. strategy.

"We think it breaks a very long stalemate ... that has plagued our politics, that has clogged both of our systems," said Campbell.

"REBALANCING" TOWARD ASIA-PACIFIC

A senior State Department official said: "This is really a key component of our strategic rebalancing toward the Asia-Pacific region."

The new policy has also entailed closer U.S. military ties with the Philippines, Australia and Singapore.

The agreement includes a $3.1 billion cash commitment from Japan for the move to Guam as well as for developing joint training ranges on Guam and on Tinian and Pagan in the U.S.-controlled Northern Mariana Islands.

The previous agreement on the move to Guam had Japan providing $6.1 billion in support, with $2.8 billion in cash and the rest in financing arrangements. The two sides agreed to limit that to $3.1 billion from Japan because of the smaller footprint the Marines will have in Guam

Campbell acknowledged that more work needed to be done, including finding a replacement for Futenma.

Proposed replacement sites for Futenma on the subtropical island that lies between Japan's main islands and Taiwan have met strong local opposition. At the same time Tokyo was in political disarray, with six prime ministers in six years.

"Does this agreement answer every question? It does not. Is there more programmatic and technical work that is necessary? Yes," said Campbell.

"But at a fundamental level, we think this agreement moves the ball very substantially down the field in a way that no one would have anticipated a few months ago," he said.

Separating the move to Guam from the Futenma issue frees up the allies to work more on cyber security, space, intelligence, surveillance and reconnaissance operations and ballistic missile defence, a senior U.S. Defence Department official said.

Senators Carl Levin, John McCain and Jim Webb - top members of the U.S. Senate Armed Services Committee who had frozen Okinawa funding until their budgetary and strategic questions were answered - said some of their concerns had been addressed.

"We still have many questions about the specific details of this statement and its implications for our force posture in the Asia-Pacific region," they said in a statement, which also vowed to keep working on "a mutually beneficial, militarily effective, and fiscally sustainable agreement" on Okinawa and Guam.

(NSI News Source Info) TORONTO, Canada - April 10, 2012: North Korea is set to complete the assembly of its latest rocket by installing the satellite payload later Tuesday, a senior space official said.
"We are expecting to complete assembly by today," Ryu Kum-Chol, deputy director of the space development department at the communist state's Committee for Space Technology, told foreign journalists in Pyongyang.

Ryu also insisted that debris from the launch, which is scheduled between April 12 and 16 to mark the 100th anniversary of the birth of North Korea's founding leader, posed no danger to countries in the region.

"We've chosen a safe trajectory. The first stage will fall 100 miles (160 kilometres) from land (in the Philippines), and the second stage 120 miles from land," he said.

But in case of any problem with the trajectory, the official said that the rocket was "capable of self-destruction" from ground control.

Impoverished but nuclear-armed North Korea says the rocket will propel the 100-kilogram (220-pound) Kwangmyongsong-3 (Shining Star) satellite into orbit to collect data on forests and natural resources within its territory.

However, the United States and other nations say the rocket launch is a pretext for a ballistic missile test, in defiance of United Nations resolutions and a US-North Korean deal concluded just in February.

Russia joined the international condemnation on Tuesday, saying the rocket launch showed disregard for UN Security Council resolutions on North Korea's nuclear and weapons programmes.

(NSI News Source Info) TORONTO, Canada - April 8, 2012: China's foreign minister said Sunday that Beijing is troubled by North Korea's plan to launch a long-range rocket and has urged more diplomacy to handle the situation, a measured response to a provocation that has unsettled the region.
Yang Jiechi said he discussed North Korea's launch plan during trilateral talks with his counterparts from Seoul and Tokyo in the eastern Chinese city of Ningbo.

The foreign ministers of Japan and South Korea both said that a launch by North Korea would violate UN Security Council resolutions -- indicating their belief that the North should face sanctions if it goes through with the plan.

But China, the North's closest ally, didn't echo that view and instead urged further dialogue and communication.

"The Chinese side is troubled by the developments, and strongly encourages everyone involved on all sides, at high and low levels, to remain calm and reasonable," Yang told reporters. "These issues need to be worked out in a diplomatic and peaceful manner."
North Korea says the rocket will carry a satellite into orbit to study crops and natural resources. Washington and others call the launch a cover to test missile systems that could target parts of the United States.

There have been fears in Japan and South Korea that debris could fall from the rocket, expected to be launched in the coming week. Japan's defence minister has ordered missile units to intercept the rocket if it or its fragments threaten to hit Japan. Seoul has also warned it might shoot down any parts of the rocket heading for its territory.

Japanese Foreign Minister Koichiro Gemba said the key result of the talks was a plan to continue to work together to stop the launch.

However, Japan's Kyodo News service quoted Gemba as saying that the three sides failed to reach consensus on the launch, an apparent reference to China's softer approach.

"We were able to increase our common views," Kyodo quoted Gemba as saying. "But frankly speaking, I would not say the three countries completely shared the same view."

South Korea's Yonhap news agency reported Saturday that South Korean Foreign Minister Kim Sung-hwan told Yang during bilateral talks that Beijing should play a larger role in mediating international concerns over the launch.

The North Korean launch is meant as a showcase of national power and technology during celebrations of the centennial of the April 15 birth of national founder Kim Il Sung. While North Korea has conducted tests of two nuclear devices, analysts don't believe it has yet mastered the technology needed to shrink a nuclear weapon and mount it on a missile.

North Korea has conducted three such launches since 1998. The last launch, in 2009, led to UN condemnation. The North then walked away from six-nation nuclear disarmament talks, and weeks later carried out its second nuclear test.

(NSI News Source Info) TORONTO, Canada - April 5, 2012: Japan has completed the deployment of a land-based system of interceptor missiles in preparation for a planned North Korean rocket launch later this month.
The exercise was finalised in Okinawa on Thursday, days after a similar deployment was completed on Monday in Naha, the capital of the Okinawa prefecture.

The interceptors would be ready to shoot down any parts of the rocket that veer into Japan's airspace.

Kunisaki, a transport ship of the Maritime Defence Force, carried the Patriot Advanced Capability-3 (PAC-3) missile interceptors to the port in Ishigaki island to be installed facing towards the controversial rocket's planned route.

With the PAC-3's arrival in Ishigaki, the island closest to the area of the rocket's trajectory, interceptors are now positioned in four locations in Okinawa, including the military bases in Naha, Miyako and Chinen.

Mobile missile launchers, in addition to the ones in Okinawa, will be positioned in the Tokyo metropolitan area in the next few days.

Birthday celebration
North Korea's "Unha-3" rocket is expected to fly over western Japan, including part of Okinawa, after it is launched from a pad on North Korea's west coast between April 12-16.

The North says the launch is for putting a satellite into orbit in honour of the 100th birthday of the country's late founder, Kim Il Sung.

It has raised concerns that a failed launch, or a failing stage of the rocket, could endanger Japanese lives or property.

In addition to the PAC-3s, anti-missile equipped destroyers will be deployed to the Pacific and East China Sea.

Tokyo took the same measures in 2009 over an earlier North Korea missile launch.

They deployed warships with anti-missile systems, positioned patriot missile interceptors and established a system to warn residents when the rocket was approaching.

Japan's intentions were not to shoot down the rocket but to have self-defence forces on standby to intercept any fragments of a missile should the launch fail.

Japan, the US and other countries claim the North is seeking to test the capabilities of its long-range missiles, in violation of international agreements.
